Publishing Flow

1. Edit content in CMS (page, regional overview, or project page).
2. Save HTML content, which updates dictionary content and content versions.
3. Toggle Active status using switchActive endpoints in controllers.
4. If supported, toggle Expired or Archive status.
5. Frontend routes only show active content (e.g., MGPages::Subpages() filters Active and Archive).
